I finally got it to work using photoshop sample files.  What I did 
notice was that one of the files had a layer and the other did not.  
When I used two sample files supplied by Adobe I did not have any 
problem moving both images to the same window.

I would assume that when you say to make sure they are set to the same 
mode I assume you are talking about RGB and CYMK.  Both were RBG.
