More likely it was the image mode, as suggested by Myke earlier today.
Size won't make a difference because Photoshop will only "thinks" in
terms of an image's pixel size (thus, dragging a 2x2 inch image or
selection from a 150 dpi document into a 300 dpi document will result in
a 1x1 inch layer in the 300 dpi doc).

If the one document is RGB and the other CMYK, it's converted to the
destination's color space. I think that's also true of Lab and Grayscale
images. However, you cannot drag either to or from an Indexed Color image.

Nor does the image type matter as far as whether or not you can add a
layer. You can drag onto a JPEG for instance and a layer will be created.
When it comes time to save, you'll be asked to either flatten the image,
save as a copy, or save as a new type (PSD or TIFF--watch out for those
layered TIFFS as layout programs can have problems with them).
