For a slightly more gui approach try Netscape communicator's Composer, but beware the way it makes links...if you're not careful it puts in file:/// links where you mean http:// ones. If you're using OS X there's a nice little app called Taco HTML Edit. <http://www.tacosw.com/> All of the above are free.
