PageSpinner and many tool panes to help you add elements to your page. It does take some basic knowledge of html though, which is easy to pick up though their tutorials.
If you really don't want to learn html I highly recommended Stone Design's Create (a full featured multi-page document creator that lets you output all your pages for the web. It is a WYSIWYG web program (as well as a for print page layout program and vector art drawing program).
