G'day to all that have helped getting a web site set up.

I've now got a home page and 5 other sub pages mapped out, but this 
bloody DreamWeaver is very difficult.

I used to be a Technical Teacher, and their manuals could do with some 
real hard going over.


However, I   haven't   managed to  do the following::::

1. In a simple 2 frame view (top & bottom), how do I put a line across 
the top frame, so the line stays put as the lower one scrolls under it? 
Some of the top frame seems to be 'locked' under the bottom one.

2. How on earth do I create links to several files I want to include, 
so that they download rather than just open in a new window?

3. I've got everything in one folder, including two nested folders 
containing files. Can I just dump everything 'as is' on my web site?

4. My isp is stuffing me around setting up my 10 meg, how do I 
eventually transfer my folder (or whatever is needed) to my allocation?

I've tried all sorts of search terms in DW, but they don't seem to use 
everyday terminology.
