I hate when someone gets ripped off on e-bay. It makes all of us E-Bay 
Sellers look bad. Luck for you, your out $30.00 USD + Shipping. Most 
people get ripped off for a lot more. As a rule of thumb I do not mess 
with sellers with less then 100+ feedback. I always send the "seller" a 
question and check out their response. If you paid by Pay Pal you can 
make some sort of file against the "Seller" to get your money back. I 
would be patient, He could have forgot to send the card and went on a 
week or two week vacation.  Don't loose your temper, if you freak out 
on this guy he will NOT return your money or ship the card. Stay calm, 
be polite. About all you can do is leave NEGATIVE feedback. But once 
you leave the feedback you will not get your CARD or CASH! Cross your 
fingers, it could be an honest mistake.

BTW

ATI does not sell a 64Meg Radeon 7000 card, plan on re-flashing it?
