Dropping to aburd levels below 56k sometimes. PnP
software does slow things down but when things are
working well, it does not seem affected by it to that
point. But I will usually test things out by only
having the browser on when I do a speed test.

Verizon is my provider and can't answer those other
questions but I do know Verizon supports and sells
routers, i.e., Linksys. I've discussed my issues with
them on multiple occasions, as well as Belkin. I
bought brand new cables and even put a Belkin ethernet
card in the PC. I've often wondered if I should just
get a plain 10 speed card for the PC like I have in
the Mac. 

Not sure what you mean by traceroutes?
