I have a Belkin 4 port router that is Mac friendly but I just cannot get consistent speeds on it. I have my G3 DT and a PC Athlon 1700+ connected to it. The problem always seems to be the G3 running OS 9.2 but it does the same if I run OS X.2 but I tend to avoid OS X. I've experienced the same problems with other routers I've tested.
There could be a number of factors involved. Can't really tell what's happening unless you're more specific. Please describe your whole hardware and software set-up. Are you running any server or p2p software? Exactly what applications talking to what sites are involved... How exactly are you measuring this "consistant speed"? Who is your xDSL provider? Are they doing any connection throttling or traffic shaping? What down and upstream speeds are your circuit rated? Please provide traceroutes to these sites, etc etc etc...
FWIW, I have the opposite problem here. Our Macs always get much better throughput. My housemate's Win2k PC and WinXP laptop suck. Sniffing the traffic has shown me the IP stack in the PCs are tuned for sub-V.90 operations...
