Digidesign has a free version of Protools that works
very well for editing digital audio and includes a
number of plugins--such as EQs and compressors.

The analog-to-digital converters will color the sound,
so choose your soundcard wisely. The m-audio
audiophile 24/96 goes for less than $100 used on ebay
and has really great sound.  It's probably your least
expensive option for good sound quality.
