Try pulling and re-setting the video card and ram, and remove any other pci cards (especially any scsi card).
Also try removing pram battery and let it sit a long time unplugged--like overnight.
My G4 AGP scared the pee out of me before I finally figured out it was a bad scsi card. What was weird was that the same inability to power up happened for some time even without the card in--it really took some time with no power to actually reset the logic board.
Mine's been fine (sans scsi card) for about a year now.
