But since it's hear I can address it. Without question, this is the type of thing that should be taken care of while it's under warranty. Any new Mac gets 90 days free phone support and one year hardware warranty. It sounds like you may have a bad AC adapter. That would explain why the PB won't run while the battery is out.
If it turns out to be other hardware, Powerbooks are mail in repair only. Taking it to a shop will generally do no good (unless it's something super easy and there is a qualified tech there). The shop will simply send it to Apple for you.
Here's how it works. Call Apple Tech support and explain issue. They will trouble shoot over the phone just to make sure it's broke (there are a surprising number of people who are absolutely sure that their machine is dead and with a little troubleshooting, things are fine). If it is deemed that your PB needs hardware repair they will set up a mail in dispatch. A box will be sent to your house via airborne express. You place the PB (and whatever else the tech tells you to put in the box) and send it to Apple. They fix it and send it right back with overnight shipping. Total process usually takes no longer than 5 biz days. They will give you a website where you can check the status of the repair.
First, test with a known good AC adapter if you have one...

I don't have any more details about how long the battery lasts (minutes or
moments or nothing- I suspect nothing) or if it even notices that a battery
is in place when plugged in and if it is even trying to charge it- info
that would be useful to know.
Thanks for any similar experience/fixes for this- I know the last thing he
wants to do is wait for 60 minutes on the phone for an Apple person, even
though they'll fix problems under warranty.
