I bought a second hand MDD 2x1GHz with OS X installed, but when I tried to install 9.2.2 the installer wouldn't launch as there was no Classic installed. Chicken & egg...
Did you try booting from the CD and running the installer from there? Mac OS installers are frequently picky about the OS they are running under. If you try to run the OS 9 installer under OS 8.1 it will give you a message that is somewhat confusing and often gets interpreted to mean that the installer won't run on that machine. But what it really means is that it needs a newer OS to be running during the install. Booting off the installer is generally a good idea for any version.
