Is the following step necessary, or is it
just to keep the screws the same throughout the system? I don't mind
having mixed screws and I do not have access to a tap and die set.

This is solely to retain the same fasteners, and is optional.

Just use a same length 6-32 UNC machine screw, and you'll be OK.

FWIW, there are no non-metric screws in Macs, excepting drive mounting
screws. Even the PCI card retaining screws are M3.5-0.6, although the PCI standard
is 6-32 UNC.

Also do you have any recommendations for power supplies that are
quieter than the average? Most of my Macing is late at night when
everyone has gone to bed and even relatively quiet power supplies can
seem pretty loud.

Most of the PC supplies are built "to price", and therefore use the least
expensive fan which will do the job.

In general, Mac supplies use a better quality fan than PC supplies.

I have had to change out Mac supplies, however.

Fans from the "usual suspect" distributors, such as Digi-Key, are often much
higher quality. However, a replacement fan might cost as much as the entire PC
supply.

Not withstanding this observation, if the PC supply has a ball bearing fan,
then it is likely to be quiet.
