In my experience (and I get jpegs at work from a broad cross section of
folks in the community), it often has to do with the amount or type of jpeg
compression applied.  And on a sad note, many windoze programs are extremely
sensitive to this (and also require that the filename have .jpg at the end.
They just don't handle jpegs very well. Corel Paint on my system chokes on
just about every type of jpeg and brings down the system with it.
Photoshop on the mac, thankfully, opens just about every type of jpeg there
is.
