I believe (as stated in other posts) that this is probably an "outgoing authentication" issue. Some services do authenticate your user name and password on the way out (SMTP), but most do *not*. You may have your Entourage set up for smtp authentication and it may not need it. Make sure there are no settings enable for smtp authentication.

As for the Administrator, do you mean the ISP contact or someone at work? If Entourage is supported by your ISP then they should help you configure it. May also want to give OS X Mail a shot, just to see if there is any difference.
