I do not know about on a G4, but my experience on a beige G3 was that virtual pc ran at about a third of the speed as that Mac it was running on. in my beige G3 233, it ran like a p75. Acceptable for what I wanted it for, occasional Word documents and accessing my company's accounting package over the network, but I would not want to depend on it for day to day usage. Especially if the programs were processor intensive.
Considering the cost of a pc, if you have the room for two cpus, that might be the better option. There is a dealer in the DC area that sells used Macs (I just picked up a G4 533 digital audio from them) and pcs pretty cheaply. They are running a promo currently for a pII 400 w/ 17" monitor for $99, while VPC will cost about 150.
