I need to run Windows stuff from time to time in my business. I have Virtual PC 6.1 installed in an iMac G4/800 running OS 10.3. Len was right, it is probably about a third of the speed of the Mac it is running on. I found the graphics to be the hardest hit. I have over 500MB of RAM allocated to VPC and it is still slow, but workable for what I need.
I actually find that Windows apps run faster on the OrangePC (PC compatibility PCI card) that is installed in my G3 upgraded 9600. The Orange PC cards are available relatively cheap on ebay and the LEM swap list these days. Windows may run faster on the OrangePC card because the card has its own graphics chip and two RAM slots all its own. You do need to make sure you get one of the 7" cards for installing in a B&W. And, there are a couple of special issues with the B&W, but nothing that tough to overcome. The latest Windows OS that can run on the Orange PC cards is Windows 98, maybe Windows SE. And, Orange PC will not work with anything beyond OS 9.1 on the Mac side.
I do find VPC to be more stable than the OrangePC environment, and much easier to set up. And, security is much better in WindowsXP and other later Windows OSs than in 98.
