it sounds like something (the high voltage most likely) is arcing inside.  if you know 
an
electronics guy it's probably and easy fix (probably cleaning/insulating things), i 
would
recommend against opening it up if you aren't familiar with electronics and monitors, 
they
have many, many high voltages inside often connected to metal heatsinks which can stay
"hot" even after it's unplugged (there are capacitors which hold a charge and sometimes
the crt itself does as well, usually 25,000 Volts or more...).  

definitely don't plug it into another machine, it sounds like the high voltage may be
arcing into the input cable.  it could also be a power supply problem, when they fail 
they
sometimes turn on and off repeatedly while trying to start up (in which case it's not
dangerous to other machines, but not as easy to fix).  if you do know an electronics
person let me know off list and i'll share some power supply/monitor tips, they aren't
that hard if you can solder and know how to be careful inside a monitor.  

i'd still check the manufacturers site for warranty info and in case there's a recall 
or
extended repair due to a defect in that monitor type.  sorry, glad the mac still works,
17" monitors are getting pretty cheap with lcd's coming down, particularly slightly 
used monitors.
