It may well be the power circuitry in the ADC section of the monitor, since the problem travels with the monitor. If not repairable cheaply, you may be able to salvage at least the monitor section via a ADC-DVI adapter connected to the DVI port of your video card (if it's got one, it'll depend on the card)
