As far as I am concerned it just laziness on the part of some web designers
who when they are design the page have some kind of method for detecting what
browser you are running and if it is not one that they know about, they say
that is not compatible and won't let you go to that page.
I would say that you you write and complain to Senator Evan Bayh or one of
his staff or his webmaster. :-}
