These are macs that were not manufactured with modems, but had the modems installed afterwards? Mine is--it's an AGP Graphics G4. And no, I don't know for a fact that the modem card is good, but the SP report "Modem driver not found" indicates to me a software issue.

What Mac are you using? The problems you describe are not evident on my flat panel iMac nor my dual 1 gig G4. The internal modem shows up in each. AND we can fax from both.

This is what I would expect from my machine after installing the modem card, but it is not what I get.
I'm glad yours works. You might want to remove the modem card and reinstall Panther and update to 10.3.4 and reinstall the modem and see if it still works. Or maybe not <g>.

I can't say that I know the secret, but IMHO this is what is NOT secret:
Apple makes the extraordinary feature of built-in faxing available in Panther and lauds it as a major feature--as it should.
Then they fail to provide clear documentation in the Panther package, in Mac Help or on-line as to how to use it. One should be able to go either place, do a search on Panther faxing and find a complete and well written tutorial on Panther faxing from A to Z.
Is this not what a Panther buyer should rightfully expect to see? I think so.

Wayne
