I have not been able to get the fax part of OS X 10.3 to work. What is the secret?

Does the built in Fax capabilities of Panther include being able to detect tones and only "pickup" if there is a Fax coming in, thus eliminating the need for a second line? This has always been my gripe with computer Faxing which I use quite often... one of the reasons I still run in OS 9 when I need to get to get some serious work done.
