I've not been exactly where you are, so these are only my thoughts about what might be contributing factors, and possible workarounds.
I assume this is a freshly installed 10.2 with nothing moved around in the directory.
Is it possible to put the original processor in for the initial install and upgrade to 10.2.8? I'd also pull the PCI card, to be safe, though I certainly agree you shouldn't have to.
Was your 10.2 install a normal install, or was it minimal or custom? Did you install BSD? (I don't know if this is important, but if BSD was not installed in 10.2 and then configured to install in 10.2.8, what would happen?)
Good luck on your update. It should eventually work--when all the planets are properly aligned <g>.

I have tried doing the updates three different ways:
1 - using Software Update in the System Preferences
2 - downloading the 10.2.8 combo update to the desktop and installing from there
3 - downloading each of the four updates between 10.2 and 10.2.8
BTW before installing the combo update do this first:
Boot from the 10.2 CD and check the HD with Disk Utility, then boot from the HD and repair permissions with Disk Utility from the HD, then install the update.
I have tried that. I even ran DiskWarrior 3 on the drive after installing 10.2, running fsck, and repairing permissions via Disk Utility.
I still don't understand why the 10.2.8 update shows in Software Update, but it will not let me install it. When I try to install any OS update beyond 10.2 (as in number 2 or 3 above) I get the message that this software can not be installed on this computer (not the exact wording, sorry I am at work, and going from fuzzy memory)
I erased and formatted the drive, from the 10.2 install CD, as HFS+ and checked the box for the OS9 driver. Am I missing some step somewhere?
