It sound like it's confused. Try replacing the original processor, making sure the jumpers are back to stock locations, and then press and hold the CUDA Button, which is immediately next to the battery, for 5 to 7 seconds. (The other button a power reset. Plug in and connect everything and then press the front panel power button.

BTW, is the 450 MHz processor a G3 or G4?

I apparently have killed my poor B&W 350. :-(

Any help or advice anyone can offer would be appreciated. Here's what happened:

I have a 450 MHz ZIF from an XLR8 Mach Carrier combo I was using on a PM 7500. That machine was just replaced by a G4 Quicksilver, so I had the "brilliant" idea of upgrading the B&W to 450. Unfortunately my confidence in my ability to do this was misplaced, and I did not have proper instructions. I was using a grounded wrist strap and taking antistatic precautions.

I initially installed the ZIF with the jumpers on the ZIF in the same positions they were in with the Carrier card. I set the jumper on the motherboard to 450 (i.e. moved from position 1 to position 4). I did not change any of the other motherboard jumpers.

Turned it on. No startup chime. Nothing.

Turned it off. Explored the Daystar site that comes up at www.xlr8.com. Apparently the motherboard jumper is supposed to be left in its original position, and it is the jumpers on the ZIF that control things. Set the ZIF jumpers to 4.5x multiplier for the 100 MHz bus. Set the motherboard jumper back to position 1. Still won't start up, but got the chime this time (if I recall correctly). Screen turns on but nothing displays (no happy mac, no flashing ?, no nothing)

Turned it off again. Re-installed the 350 ZIF with MB settings still back in original positon. Again, startup chime, bright blank screen, and no action beyond that. Zapped the PRAM several times. No help. Turned off, reseated everything. Held down the reset switches. Now it only chimes when the PRAM is zapped and nothing at all happens otherwise.

The PCI slots contain: ATA card, SCSI card, stock ATI video card. The ADB port apparently works, as the keyboard functions. Jaguar is installed, but the startup folder was set to System 9. No XLR8 software was installed.

Is the system a total loss?
