Usually "IE only" sites can be fooled by changing the identifier for the browser. It's all to do with advertising if you ask me.
hum. Sometimes.
There are THREE identities that can be checked.
First is the initial contact identity that's exchanged when the http connection is created.
Next is the browser identity.
Then there's the JavaScript identity.
(iCab lets you easily change the latter two from its Prefs and Filters).
Sites that check the latter two are easy to fool. But sites that check that first can be a show stopper.
Is it for advertizing? Sometimes. Mostly it's because the company signed one of those special MS contracts to get a cheap deal on their IIS servers. And sometimes it's because the company's high quality (*barf*) programmers insisted on using things like ActiveX and MS proprietary Java enhancements.
