the 480Mb/s rate in USB 2.0 is called high speed USB. You'll never get
actual data to transfer at that rate due to lots of overhead in the data
packets.

USB 2.0 is backward compatible and includes the two rates specified in USB
1.1. Low speed USB is 1.5Mb/s and is primarily for keyboards and mice. Full
speed USB is 12Mb/s. My guess is that the thumb drive is working at full
speed. Note the hit in transfer rate due to overhead.

A device can be USB 2.0 but not be high speed USB.

Plus, flash memory is not a hard drive- there is a speed issue writing to that, as well.
