Get a scanner with a negative option. I have one I haven't used the negative scanning feature on, an All-In-One Epson RX600. There is a higher end model, the RX620.
Ultimately, you can probably spend as much as you want, after a minimum of $200 or so. As to quality, I would go to a photo mat, and ask what they recommend, then price/feature compare, and maybe Consumer Reports.
