I would suggest Outlook Express and Internet Explorer. I know they are both MS, but they seem to take little resources and run efficiently on old machines. For OS X use the Apple Mail program and I have found Safari to run quicker on my machine than IE.
If you use IE with OS9, you may not be able to load PayPal webpages. I have huge difficulty, and so do many (but not all) others.
