I have huge difficulty, and so do many (but not all) others.
Here's what I use on my machines:
Eudora 1.5.5 Light (yes, THAT old - small app, and doesn't send HTML)
I used to use Eudora 1.5.5, but when I upgraded to OS9 it began to
malfunction; I believe it's not really compatible with anything above
OS8.6.
the WaMCom build of Mozilla 1.3.1. Works fine with most pages out there.
Including PayPal and eBay.
My IE5 doesn't seem to have trouble with eBay, just PayPAl.
