I had the same trouble with Paypal too. But the problem in my opinion was not 9.1, but rather using dial up. When i tried Paypal with dial up. the page never fully displayed. I'd get a menu bar at the top and yet the status at the bottom indicated the page was loaded. When I changed to Roadrunner, it fixed everything. Even in OS 9.1 the Paypal worked to perfection with cable.
