I've used Wal-Mart and Target with no problems reading their CDs.

"Picture CD" format is an odd one, and not one I have experience
with. Perhaps the provider of the CD can offer some assistance.
Do you have Toast or Dragon Burn? Try mounting the disc while one
of those apps is active.
Dragon Burn offers a free trial of its software available for
download at MacUpdate or VersionTracker.com.
