Key Caps is no longer part of OS X. It existed in earlier versions (through 10.2.x I believe), but it was removed (in 10.3 I believe). If you have an older copy of OS X, you will find that the old version (found as /Applications/Utilities/Key Caps.app) still works in Tiger.

Also, you can enable the Character Palette to get something that acts a lot like old Key Caps applet. Go to System Preferences -> International pane. Select the Input Menu tab and enable Keyboard Viewer. You will then have a new item in your menu bar; this new item is, on my system, a US flag (it may be different on yours), and under that item is a "Show Keyboard Viewer" entry. It's not identical, but the Keyboard Viewer acts a lot like the old Key Caps applet.
