The progress bar would only be about 15% of the way into the process

This does not bode well. This should not happen. This is more like it poked into a bad sector of a drive and the OS blew up.

If this fails, get out the 10.2 CD and do an Archive&Reinstall of
10.2. Do a Disk repair (NOT permissions repair) first, just in case.

Incidentally, I tried to do a Disk Repair when I had the system booted
up from the OS 10.2 boot CD at the same time I did the Repair
Permissions, but it wouldn't let me. It said: "Cannot repair disk.
Disk is mounted; unable to unmount disk because it is in use."

The disk was not in use by anything. I was booted from the 10.2 CD!!!

This is really not good news; drives on the verge of a failure start throwing errors like that. It could be just a hosed directory structure, I'd throw DiskWarrior at it.

You were inside the box. Go back in and carefully check the cabling, reseat everything, look for nicks in the cables, etc.

Just curious, what does a "Archive & Reinstall" involve? What gets
archived, and what does it get archived to?

A&R keeps all your existing user info, but replaces your existing System with a new one. The old System folder gets put in a directory called "Previous Systems" anything that doesn't get transferred (like third party preference panes and suchlike) is in there for recovery.
