No, but something like this would work fine <http://tinyurl.com/ bgznl> This plugs into the ethernet port and connects to a wireless access point. To configure them you use a web browser on the system they're plugged into. (I used my PB540C to configure the ones we use here)

Netgear makes a similar device.

And, what options do I have besides an Apple
base station?

Any 802.11b/g base station will work. There's nothing special about the Airport's implementation of 802.11.
