On the advice of a few different MacOSX forums, I do a permissions repair on a regular basis, or at least after software updates or new installs. I do it from my original install disk, Jaguar 10.2. Recently, I think on this list, I read an advisory against using an old version of Disk Utility, as opposed to using one from the newest update which in my case is 10.2.8. Can I just go to Applications/Utilities and use the DU on my boot drive, or must permissions repair be done from another disk?
