It reads CDs, both commercial and homemade, just fine, and the OS 9.2
Install boot disk works in it.

IIRC, Toast scatters a variety of extensions and the like around the system folder and I think that one or 2 may be invisible. Have you tried reinstalling toast from the original disks?
