The "apple chime" sound (or POST) is a simple power on self test.  It pings
hardware components to see if everything is there for booting.

If this machine were in my shop I would look at the power supply.  I suspect
it is as simple as the PS is going and the video card is not getting enough
juice on startup.  I have had a bunch of machines in my shop that had the
exact symptoms you are describing and both times it was the video card dying
or the PS failing under load.

To troubleshoot this remove all peripherals.  Unplug all internal drives
except the boot drive and see if the machine will boot normally.  That
should give you a better idea.
