Check you modem settings in the network preference panel. In 10.4.11,  
under PPP there is a PPP Options button.

In this group of options there are two settings that will pop up  
disconnect connection notices:

Prompt every xx minutes to maintain connection.
Disconnect if idle for xx minutes.

See whether these are checked or not and if checked, the time settings.

A good line noise check is to plug a regular phone into the wire that  
plugs into the modem port of your Mac. Lift the handset and press any  
number from 1-9 and listen VERY closely. If you hear any static, you  
have a noisy line. The next step is to see if the phone company is  
bringing you a clear line to the Network Interface Device (NID).

The NID is the point where the phone company guarantees you a good  
line. Any wires and equipment before that is the phone company's  
property and responsibility. Anything after that is considered  
"inside wiring" and is your responsibility (unless you pay the phone  
company for an "Inside Wiring Plan).

If you have noise at the NID, the local phone company SHOULD fix it  
at no cost to you. If not, it is up to you to fix it.

IIRC, you live in an apartment. If so, you may need to get management  
involved if you have a noisy line after the phone company says that  
it is clear at the NID.
