Just what I described.  Several other people have reported it on this  
list.  Most of them said it was the reason they abandoned Safari 4 beta.

No, it is not a preferences issue.  I have tried with my default  
browser set to Webkit and to Safari.  In both situations, if the app  
is already running, clicking a link from Mail causes a second  
instance of the browser to start.

This never happened with previous versions of Safari and Webkit, so I  
assume it's a problem brought on by Safari 4 beta.  (Also, for  
unrelated reasons, I've re-installed my OS and all my software on a  
freshly zeroed partition and the problem persisted.)
