Not an expert on this Sleep issue, but have you unchecked all things  
related to Sleep? Like Wake on Incoming Call or something to that  
effect?

Is your Mouse / KB connected to the back of the tower?

Have you tried another Mouse / KB ... maybe the mouse and/or KB is  
waking it up on its own, for some reason. Are you leaving the Mouse  
alone when testing? Cat's not playing with it, etc? or walking across  
the KB?

Is the position of the mouse cursor, away from any/all Hot Corners?

Do all of your PCI cards support Sleep?

Guessing here ...
