Safari 4 has BOTH a Develop and Debug menu.  Develop can be turned on 
from Safari's prefs.  Debug needs a defaults command (OnyX will do 
it).

 From their contents, I'm thinking the Debug menu is for debugging 
Safari & Webkit themselves.  The stuff in the Develop menu seems to 
be more oriented to hacking html etc.
