I think it's Leopard on PPC All the Video glitches I get seem to be on PPC Leopard However i put up with it because I like the Leopard DVD player. This happens on G4 and G5 PPC 10.5.8. Tiger is the do all end all for PPC G4 and G5. But that's just me.
