My 93 year old father-in-law uses a G4 tower and Tiger.
That's right ninety-three. He does really well on it, but
now, increasingly gets confused, and falls into that
"keep doing the same thing--get the same results" trap.
He's in Santa Barbara and I'm often 450 miles away.
I'm reasonably confident I could network to my Mini G4 Tiger
but I'm wondering if there is a way that I could actually see his
screen
and thereby direct him what to do,
or even better remotely open and close files, and reboot apps on his
machine
This is built into OSX.
It may take a little work setting it up the first time, but once it's
set, all's good.
Here's a good tutorial:

The annoying part is usually figuring out how to set the local router
to send VVNC requests to the target Mac. This one shows how to do it
for an Airport, but if he's got some other brand of router, you'll
have to look in the instructions for the router.
If he's connected directly to the cable/dsl modem, he doesn't need to
worry about NAT, I think.
Screen Sharing remembers it's settings, so you can guide him to the
Sharing control panel to turn it on and off as needed.
Then use a VNC client like Chicken of the VNC on your mac to connect
to and control his computer.
