I don't understand this, Classic is fully supported in Tiger? Perhaps you're "one cat off" and mean in Tiger you can still use all your Classic apps but it's not possible in Leopard?

Yes, this does seem strange, but also seems like a solvable software issue? You might want to try the 3rd party freeware utility called The Unachiver which can unarchive almost all formats of compressed files:
