Its generally about 25 kV, but it is very seldom "through one's heart".

All modern flybacks are of the "bleeder" type, and the potential which is stored across the "aquadag" of the CRT is very promptly dissipated by the bleeder within the flyback.

However, ANY repairs on a CRT's analog board must, necessarily, be effected by well-trained personnel.
