No. The 1GHz ZIF's drop the bus speed in the G3's, so for 99% of the uses the G4 will be faster. Getting a 1 or 1.2 GHz upgrade for the G4 might well be as cheap as the G3 1Ghz Zif, but frankly, just getting a whole 'new' system might be as cheap as either of those.
