Yea.  Crud is one of the biggest causes of heat build-up.  Just be sure you 
don't
dislodge any cards or cables while you're vaccuuuuming & cleaning....

If you're going to vacuum the case, it can't hurt to ground it. Static isn't usually a problem, but when it is it can be a big problem.
