Best option is probably 10.4. It's faster than 10.5 on old Macs, and it's
compatible with most software, included TenFourFox (PPC version of Firefox).

Built-into OSX,, there's a preference for swapping Option and Command (or
Alt and Windows) keys: (System) Preferences / Keyboard and mouse / Modifier
keys.

I have been using an USB Microsoft keyboard on my G4 and G5 (both in OS9 and
OSX) and it works great. In OSX their driver enables all the special (media)
keys as well.
Although MS seems hating Macs, their hardware is usually cool.
