Yup, you need the 9.1 CD for language kits, or for any NuBus Mac.

9.0 and 9.0.4 were, IMHO, poor releases. On the other hand, with the
exception of very resource constrained systems, I believe 9.1 and 9.2.2 to
be the best versions of the Classic Mac OS on Power Macs (for 68K, I like
7.1 and 6.0.8).
