Nope. The fan is supplied off of the +12 volt bus, which is common to all +12 volt devices, such as HD, and, indeed, CPUs in Intel Macs. I have ... in an earlier lifetime ... "resurrected" many an Apple Network Server PSU simply by substituting a generic 12 volt fan unit for the original, failed one. These 12 volt dc fans, and the very much quite similar 120 volt ac and 240 volt ac fans, are made world-wide, and most PSU or system manufacturers simply buy whichever one is the lowest cost, at that particular moment in time.
